Holley updraft float assist spring. This is basically a vibration dampening spring. Float pin passes through and spring exerts a slight upward force on float. Unknown what carburetor numbers used this spring at this time.

This valve handle actually screws away, instead of toward the carb, so it works well in some particular applications.
